Just the other day when I was clearing the slide out I noticed the top wiper was sagging in the middle. This entire slide out had to be redone from water damage and apparently the wiper wasn't fastened correctly. There are only two screws on the ends, is the middle supposed to be glued or caulked?

Secondly I need to replace the rubber seal on the other slide where it meets the body as it shuts. It seems that the original one has melted to a black goo and it sticks when I am putting it out. Are they all the same design or should I contact Keystone for the exact one? Will a heat gun and plastic scraper take this gunk off the fiberglass?

Typically just glued in place with weatherstrip cement.

Seal strips come in a a variety of standard shapes (profiles) and can be purchased direct from the suppliers like etrailer & Amazon or from seal specialists like Trim-Lok. You will need to identify the profile and dimensions used on your slide. Most are some type of "D" seal.
